The relation between the impact para?meter and quantum mechanical treatments of inelastic collisions of heavy oharged particles is studied in the oase when the Coulomb distortion of classical trajectione is essential. It is shown that in the first Born approximation the impact parameter formula for ion-ion excitation cross section may be direotly derived from the Coulomb-Born approximation of the ware treatment.

Neutrino spectrum produced by protons on microwave photons is calculated. A spectrum of extensive air shower (EAS) primaries can have no cut -off at energy E>3.1019 ev, if neutrino-nucleon total cross-section rises up to geometrical one of a nucleon.
